McClearn said the widening and upgrade will be in two phases with the east side first.
McClearn explained that every road project (once on the state’s Six Year Plan) has four parts: design, right-of-way acquisition, utility relocation and construction.
“We are in the right-of-way now on the Nebo Road Project.” said McClearn. “A consultant is on board to ‘buy that project’ but construction has not been funded. It will take us two years of work to get ready.
“When they (Kentucky General Assembly) put construction money in it and we get right-of - way and utilities, the soonest we could let a contract would be July 2016 for Phase One," he said. "Phase two (west side) would be eight months to one year later.”
Offers to land owners could start by the end of August 2014 for right-of -way. Acquisition involves 70 parcels of land including commercial property. Before the state can make an offer to land owners, each parcel must be appraised by a licensed appraiser and each appraisal must be reviewed. Some utilities have already been relocated.
