OWENSBORO, Ky. (7/3/14) — On Wednesday, July 02, 2014, at approximately 2:30 p.m., the Owensboro Police Department responded to a missing person call in the 900 block of Pennbrooke Avenue in reference to missing adult, Richard Earl Noffsinger.

The investigation into this case has revealed that Mr. Noffsinger left his apartment on foot at approximately 1:00 p.m. in an agitated state. Mr. Noffsinger suffers from dementia and other health issues that require medication. Mr. Noffsinger is known to frequent the Owensboro riverfront area, businesses in the 2800 block of W. Parrish Avenue, and Stanley, Kentucky.

Owensboro Police Department patrol units as well as detectives will continue actively searching for Richard Noffsinger, and ask that if anyone has information
on his whereabouts, please call OPD at (270) 687-8888.

Blue eyes
6’2” / 256 lbs.
Large scar on left arm
Last seen wearing – White and black checkered shirt, blue jeans, white tennis shoes. Subject may not be wearing his glasses.
